With the implementation of California’s Medical Cannabis Regulation and Safety Act, operators will need to obtain a license at both the state and local level, where local jurisdictions have the authority to deny licenses all together. The map displays the relative size of each counties cannabis market activity potential. Market activity potential is based on U.S. Census population projections for 2015 along with the National Survey of Drug Use and Health 2014 population consumption rates. If a local jurisdiction were to decide not to allow cannabis licensing, the shaded area represents the size of the missed opportunity for regulated economic activity. This may be an issue in some of California’s key county markets such Orange County who have historically held a more conservative view towards cannabis.
